The recently adopted NJ-CRC rules establish the recreational cannabis industry in the state. A state commission has granted permission to seven medical marijuana companies to start selling cannabis to all adults in 13 dispensaries. Even if it's illegal to sell recreational marijuana in a particular state, licensed dispensaries can do so.

Hawaii-based institutions have demonstrated a lack of willingness to provide financial services to medical marijuana dispensaries. A cannabis dispensary differs from similar retail stores known as head shops, in that only state-licensed cannabis dispensaries are allowed to sell cannabis.
